There's two other things to consider here which are (1) the ban on Electro Visions which presumably is ongoing since Ei denied any knowledge of it, and so any cause of it and (2) the weird statement Zhongli makes about Visions.in his phase 4 ascension text. This is probably especially relevant to this video. It's on the same Voice lines page of the wiki at the bottom. He says (upon leveling up) "I see. Using a Vision harnesses elements. As far as the common folk are concerned, this is no small feat. So... back then... they were aware of this as they stood beside me..." One of, if not the most puzzling statement by Zhongli who is usually pretty straightforward. In particular it's as if he's just putting two and two together about something really basic about Visions. Unless he's flat out lying or joking (unlikely?) he's claiming he never really understood Visions were seen as a power source by regular people. That says (1) that he's not that interested in Visions or he'd aready know that "duh" level fact (2) that as far as he is concerned Visions have a far different use, which he naively figured everyone else also saw as the main purpose of the Vision. But he doesn't say what that other purpose is. Then in the second sentence he goes even more obscure and appears to have an insight into some old companions of his. Presumably these old companions were "common folk" who had opinions about Visions that Zhongli now realizes he didn't understand at the time, but upon reflection does now. Is this as simple as him realizing that in olden times a specific group of humans looked to him as a hero because he had what appeared to be a Vision? But he has a fake like Venti (and unlike Ei or Nahida) so why would he bother to wear one if he didn't understand it's significance? Perhaps it's just a gift from Venti (he says he can make them). Well that's the most mundane interpretation of this weirdo line. Venti gave Zhongli a fake Vision to use with his human body/incarnation and didn't tell him why it would be useful. Later Zhongli finds some humans gathering to his human form as a hero and didn't quite get it until now? At any rate it doesn't seem as if Zhongli is all that interested in Visions. Having said that he's the one who mentions the ban on Electro Visions and technically he's still the only person to have mentioned knowing about it. Ei says she's never heard of it and although Zhongli sources his knowledge to Sumeru Scholars we never hear about it in Sumeru either.
I actually think Visions are given from a higher divinity than even Heavenly Principles themselves, judging how vision bearers are called "allogenes". Allogenes is the term to call a human blessed by the "true divinity" to gain knowledge from beyond the material world, and holds the potential to transcend beyond the "false world" created by the "false god". If we match this with the situation in Genshin, visions will be the means for humans to escape the material world, the "samsara" created by Primordial One. There's reason Khaenri'ahns are called "Dahrians". Dahri is the term to call the "eternalist" who don't believe about the existence of a "creator" and they also believe the universe has no real beginning or end. in Gnosticism, That's how the universe was supposed to be and humans only know of "time" because they only live in the world created by the false god. Remember how Apep said "you only live for a fraction of what you know as 'time'"? "Time" is false's god creation and it is totally irrelevant to the "true divinity" out there.
Thanks to your theory i have come to my own hypothesis that what Zhongli wants from Tsaritsa mught not be just to get rid of visions but to remove ever spec of divinity from teyvat including all godly, divine and abyssal creations leaving this world to the humans which lines up quite well of the Fatui's goals to create a bew world and getting rid of the Gods Zhongli has sooo many lines about journey's end, depature, and record keeping it's luke he's preparing to make a permanent departure from the world. Through his contract he'll erase all traces of Godly and divin powers feom this world leaving it in the hands of mortals but their stories will live on through the traveler and shared and told in different worlds. As for the price of the visuons , this ones a bit dark but what if the price of having a vision is that ypu don't die in the normal sense of the world. Normally when people die in teyvat their body remain in the world while their soul and memories are absorbed by the Irminsul and the leylines, As a price the souls and memories of the vision user with potential yo become Archons are taken by Celestia. The power of visions and elements seems to always be related to an udeal or emotion as we so far Haven't seen two Gods with the same elements. What if these stolen souls and memories are used to create a replacement for the current Archon in case of an unfortunate circumstance of an Archon's death where a suitable replacement is not available on Teyvat OR for a more grim circumstances having to remove an Archon forcibly if needed Giving out visions isn't directly in the hands of the Archons but they responsible for them and fhey can stop the flow of visions, tho not conciously Ei did stop the flow of Electro vision because she unknowingly started doubting her ideal long before the traveler showed up probably when her own people rebeled against the Vision hunt decree, Kazuha was only able to activate Tomo's vision for only a few seconds because his goal and tomo's ambition lined up for ghe moment which was For tomo, His ambition was to challenge a Gods strength "Brave the Lightening's Glow" For Kazuha at that moment Was a necessity to against a God and stop them before they kill his friend. And yes Kazuha will probably ascend to after this death however that would happen.
This makes me worry, since as we learned in Inazuma; people who lost their visions lost some part of who they were as people. Zhongli clearly cares very much (at least about the people of Liyue). So why would he want to remove visions from people if it would cause them problems? I also think that visions are not used to give or enhance the user's elemental abilities, but it is actually a suppressor or limiter. A way to keep certain "special" humans from getting too strong. Can't have humans trying to challenge Celestia for control after all.

If this is true, it could be why he suggests we go to the one area on lockdown, where visions are being seized by the people, which the Fatui are helping to prolong. Why not suggest Sumeru or Fontaine? Both of which border Liyue.
I think this whole theory is a misinterpretation of text that doesn't actually allude to anything significant. The "Contract to end all contracts" was not a contract to put an end to contracts, but rather just another term for "Deus Auri's last contract." The voice line from Zhongli about power and responsibility, by itself, means nothing but that Zhongli views the "With great power comes great responsibility" saying as a contract of some sorts, and that visions are some kind of power. Noting here actually implies that Zhongli want's to get rid of visions.
